Prof-Chain Law Enforcement Guide

This site is intended to provide law enforcement and government agencies in the United States with information about how to request certain records from Prof-Chain Trading Services Inc. d/b/a ProfChain ("Prof-Chain Trading" or "ProfChain").
Prof-Chain Trading operates a digital asset exchange platform in the United States. We are committed to cooperating with law enforcement and government agencies in a manner consistent with applicable laws and the privacy rights of our customers.
Important Note: ProfChain is a separate legal entity from Prof-Chain.com and operates independently. Requests for information about Prof-Chain.com customers or transactions should be directed to Prof-Chain.com's law enforcement team.
1. How to Submit a Request
Law enforcement and government agencies should submit all requests for user information or records to:

Emergency Requests: For emergency disclosure requests involving imminent danger of death or serious physical injury, please clearly mark your request as "EMERGENCY" in the subject line and include a description of the emergency circumstances.
2. Required Information
To process your request efficiently, please include the following information:
Issuing Agency Information
Name of agency, agent/officer name, badge number, phone number, and email address
Legal Process
Valid legal process (subpoena, court order, or search warrant) on official letterhead
User Identification
Email address, username, account ID, wallet address, transaction hash, or other identifying information
Specific Information Requested
Clear description of the records or information being sought
Time Period
Specific date range for the requested information
Case/Reference Number
Your internal case or reference number for tracking purposes
3. Types of Requests
3.1 Subpoenas
In response to a valid subpoena, we may provide basic subscriber information, which may include:
- Name
- Email address
- Phone number
- IP addresses used to register and access the account
- Account creation date
- Account status
- Verification level
3.2 Court Orders
In response to a valid court order issued under 18 U.S.C. § 2703(d) or equivalent state law, we may provide the information available under a subpoena, plus:
- Transaction history (deposits, withdrawals, trades)
- Account balances
- Source and destination of funds
- Linked bank accounts or payment methods
- Device information
3.3 Search Warrants
In response to a valid search warrant, we may provide all available account contents and records, including:
- All information available under subpoenas and court orders
- Complete transaction logs and histories
- Communications with customer support
- Identity verification documents submitted by the user
- All other records associated with the account
3.4 Preservation Requests
We will preserve records for 90 days upon receipt of a valid preservation request pursuant to 18 U.S.C. § 2703(f). The preservation may be extended for one additional 90-day period upon receipt of a renewed preservation request. To preserve records, please submit your request to our law enforcement email address with "PRESERVATION REQUEST" in the subject line.
4. Response Time
Standard Requests
We strive to respond to valid legal requests within 30-45 days of receipt, depending on the complexity and scope of the request.
Emergency Requests
Emergency disclosure requests involving imminent danger will be prioritized and addressed as quickly as possible, typically within 24-48 hours.
Preservation Requests
We will acknowledge preservation requests within 3-5 business days and preserve the requested data for 90 days.
Please note that response times may vary depending on the volume of requests received and the complexity of the information sought. We will make every effort to respond as quickly as possible while ensuring accuracy and completeness.
5. User Notice
It is our policy to notify users when we receive legal process seeking their account information, except where:
- Providing notice is prohibited by court order, statute, or applicable law
- We believe in good faith that there is an imminent risk of death or serious physical injury
- The legal process specifically requests that we do not provide notice
- Providing notice would be counterproductive or would unduly delay the investigation
If you wish to prevent user notice, please include a specific request for non-disclosure along with your legal basis for such a request (e.g., a court order prohibiting disclosure).
6. Cost Reimbursement
We may seek reimbursement for costs associated with responding to law enforcement requests, as permitted by law. The Stored Communications Act (18 U.S.C. § 2706) allows us to charge reasonable fees for the assembly and production of records.
Cost reimbursement fees will be calculated based on the time and resources required to respond to your request. We will provide an estimate of costs before producing records if the anticipated costs exceed a reasonable threshold.
7. Authenticity of Records
Records provided to law enforcement agencies will be certified as authentic business records maintained in the ordinary course of business. If you require a declaration or testimony regarding the authenticity of records for trial purposes, please submit your request with adequate advance notice.
We will provide a declaration of authenticity with each production, signed by an authorized representative of Prof-Chain Trading, certifying that the records are true and accurate copies of records maintained by the company.
8. International Requests
Prof-Chain Trading operates exclusively in the United States and is subject to U.S. law. We can only respond to requests from U.S. law enforcement agencies or requests that comply with U.S. legal requirements.
International law enforcement agencies should submit requests through:
- Mutual Legal Assistance Treaties (MLAT): Requests may be submitted through the MLAT process via the U.S. Department of Justice
- Letters Rogatory: International letters rogatory should be submitted through appropriate diplomatic channels
- CLOUD Act: Qualifying requests may be submitted under the CLOUD Act framework if an executive agreement exists between the requesting country and the United States
9. Limitations and Disclaimers
Please be aware of the following limitations:
- Data Retention: We retain different types of data for varying periods in accordance with our data retention policies and applicable law. Some data may no longer be available if it falls outside our retention period.
- Blockchain Transactions: While we can provide information about transactions conducted through our platform, we cannot control or access funds once they have been transferred to external blockchain addresses.
- Third-Party Services: We may not have access to information related to transactions conducted entirely on external blockchain networks or through third-party services.
- User-Provided Information: The accuracy of user-provided information (such as names and addresses) depends on what users submitted during account registration. We verify certain information during our KYC process, but cannot guarantee the accuracy of all user-provided data.
10. Training and Resources
We are committed to supporting law enforcement efforts to combat crime involving digital assets. We offer:
- Guidance on cryptocurrency transactions and blockchain technology
- Educational resources about digital asset exchanges and how they operate
- Information about best practices for cryptocurrency investigations
- Coordination with specialized law enforcement units investigating cryptocurrency-related crimes
